Discussion On DengXiaoping And JiangZemin Thought About Cadre Education And Training And Their Lessons For Reality

It is a consistent thought for China Communist Party to raise the ability and quality of its cadres by being respectful to knowledge,talent,education and attaching important to cadre's education and training in order to develop their leading role in modernization construction of socialism.The steps of our party's researching for principle of cadre education and training have never stopped,it is those brilliant ideas and unique views that have made of thought and theory system of our party's cadre education and training.It is quite valuable for us to find out the lessons for reality from those thought by studying and analyzing vein and spirit of those thoughts.The paper start from DengXiaoping and JiangZemin thought about cadre education and training,and try to find out spirit core and present value base on whole analysis theory of cadre's education and training in order to give direction and enlightenment for present work of cadre's education and training.There are four parts of this paper as follow:Part one discuss some concepts of cadre's education and training and status of DengXiaoping and JiangZemin thought about cadre's education and training. Firstly we define a concept of cadre's education and training that is an society activity for party and government to give education and training to their cadres according to the needs of society. The objective of cadre's education and training is cadres who worked in different position level of all departments of party and government; it's basic content include guideline, courses, policies of party and laws and regulations of socialism; the ultimate purpose is to realize the tenet of serving for people with whole heart by rising up cadre's competence in terms of politics,theory,culture,and their business. It is also a process for party to give continuing education and developing for their caders, and it is an important part of socialism cause. The work of education and training of cadre is in quite high position of strategy in our soceity development,because it is a determine factor of success for party's and society cause, it ia a fundational condition of society'development. Secondly, sumerizing the thoughts,the ways and the achievements of DengXiaoping and JiangZemin for work of cadre's education and training base on the above discussion, apparently emboding of their contributions to work of cadre's education and training in terms of theory and practise.Part two reviews of DengXiaoping thought of cadre's education, and give perspective and explanation to measures and guidelines about cadre's education and training of DengXiaoping as following four parts: 1.courses and policies, 2.goals and contents, 3.systems and plans, 4.principles and requirements. Part 1 emphasizes directing of cadre's education and training through putting forward guideline of"three facing", and setting up of"four standards of cultivating of cadre"; Part 2 focus on the improvimg of political quality and business ability, and point out that cadres must be trained regularly to renew mindset, to increase political sense, to improve business competence and ability in order to meet the needs of talents for national modernization cause. The content should follow the principle of"two anys", namely any knowledge which will be helpful to increasing political quality and business competence of cadres should be content of cadre's education and training, and any knowledge which will not be helpful to this purpose should not be included.Part 3 stresses settting of system of cadre's education and training, and focus on advancing work of cadre's education and training systematically,normalizationly and scientifically. Part 4 pinpoints pinciple of theory connect with practise and topic of cadre cultivation by practise training. Base on four parts of above, the paper have found out and sumerized valuble ideas of his thought about cadre's education and training through what he have done and thought in practise, while keeping an eye on the policies great achievements of cadre's education and training. Part three researches on characteristics, disciplines and lessons of JiangZemin's thought of cadre's education by succeeding and developing to DengXiaoping thought of cadre's education. The logic view of this chapter is that JiangZemin succeed to DengXiaoping, and review the development track and original point of JiangZemin's thought of cadre's education through his carrying out guidelines, following principles, perfecting systems and enriching contents of DengXiaoping's. JiangZemin enriched and gave new contents of guideline of"three facing"and"four standards of cultivating of cadre"made them be more concret and more clearly to direct base on insist on them. To the principle of theory connect with practise, He gave more concret contents and explanations, his enrichments added connections with historical lessons of our party, practise of personal thinking and work; to the goals and contents, he foremed a set of systems of learning theory by his pinpoints of learning Maxism and Leninism, learning from society and practise of people while he stressed on enchance learning of political theory and business training; to the systems, he ask normalization for cadre's education and training, perfected some of them. Those important thoughts and measures raised whole quality of cadre by flourishing the work of cadre's education and training, as well as preparatory formed the cadre'a educational system with characteristics of Chinese.Part four discusses the lessons for and value at present of DengXiaoping and JiangZemin thought about cadre education and training. We anlyze and find out commons and veins of two leader's thought about cadre education and training depending on the reviewing relation of JiangZemin succeeding to DengXiaoping. Their commons of cadre education and training are follow: 1.insisting without laxation and attaching more importance to;2.theory learning and practise training promoted each other;3.paying same attention to quality of both political and business; 4. more and flexible educationa methods and training ways, those commons are invaluable treasures and enlightenment for us to do our work of cadre education and training better.As a conclusion, the point of the paper is that a fundamental and gurantee work for smoothly and healthy development of cadre education and training is to sumerize experience and get lessons from history.
