The Study About Cyber Democracy

Cyber democracy is the product of information society. It's a new subject to all study and there lack of in-depth and system work, all just still in the initial stage. Laws in Perspective, this paper analyze the problem of Cyber democracy in China mostly by comparative and positive. After analyze the concept and the characteristics of Cyber democracy and its research status, the paper show the development of Cyber democracy in China through the example of the area of political participation, civil Rights protection field, the field of social supervision. Then further study the essence of Cyber democracy: Cyber democracy has broken the traditional identity system and information dissemination and sharing pattern, it is a new form of democracy, rather than the extension of the old one in Network. As a new form of democracy, it is of advantage to realize of equality and freedom, enhance formation-sharing and the social consensus, and promote the social development in all directions. Everything is not perfect, Cyber democracy is no exception, it has Advantages and disadvantages. The man who possess information and who don't will be inequality in democratic participation; Extremism will bring out division; it is very difficult to tell apart true and false information on network, then the distrust may be destroy the social consensus. Cyber democracy is a chance to develop the democracy in China, the most important issue is that how can we use its advantages and avoid the disadvantages, if we want to promote the development of Cyber democracy in China. This paper attempts to put forward some resolutions to develop Cyber democracy in China. The basic principles of freedom of speech, equality, appropriately control, and the rule of law are very vital to develop Cyber democracy in China. Under the guidance of these basic principles, the Cyber democracy will be develop rapidly in China if we protect the freedom of speech adequately, Create equality of democratic culture, Combined with an appropriate control measures.
