Research On Strengthening Grass-roots Party Construction Work In State Organs Of CCCPC

The special status of the state organs of CCCPC determines the significant role and distinguished function of the grass-roots party organizations in the states organs of CCCPC. With the transformation of situation and tasks, the party construction work in the state organs of CCCPC is facing challenges as well as opportunities. New requirements is put forward at the 17^th National Congress of the CPC to promote party construction work as a new great project in an all-around way with the spirit of reform and innovation, showing clearly the direction of further strengthening the grass-roots party construction work in the state organs of CCCPC. It is of significance both theoretically and practically to conscientiously study how to reinforce the grass-roots party construction work in the state organs of CCCPC.The article illustrates the significance and necessity of strengthening the grass-roots party construction work in the state organs of CCCPC based on the analysis of the status, functions and roles of the grass-roots party organizations involved, applying theories of Marxism and party construction and methods of literature review, empirical survey and comparative study. Taking the party construction work of MOE as a case, it investigates the situation of the grass-roots party organizations, the party member ranks and the grass-roots party construction work and analyzes the insufficiencies with their causes of the party construction work in the state organs of CCCPC. It also studies practices in strengthening grass-roots organizations of some foreign parties and discusses their inspirations on reinforcing the grass-roots party construction work in the state organs of CCCPC. Then, it proposes corresponding measures to strengthen the grass-roots party construction work in the state organs of CCCPC by taking current conditions into consideration.It comes to some essential conclusions at the end. Facing new tasks and new requirements, the grass-roots party construction work in the state organs of CCCPC needs to conscientiously implement the new thoughts and new measures to strengthen and improve party construction proposed by the 17^th National Congress of CPC. It should be guided by the Scientific Outlook on Development, persist in giving priority to emphases and serving the overall situation, promote construction of ideology, organization and system, fight against corruption and advocacy for clear and honest governance in an all-around way, vigorously enhance innovation, and improve the responsibility system of the grass-roots party construction work in the state organs of CCCPC.
