Research On Evaluation Of Grass-roots Party Construction Under New Situation

At present,China is under a new normal economy,with rural economic,social and political structure optimizing.And socialism with Chinese characteristics has entered a new era,which brings the changes,such as,the diversity of the interests of the masses,the strengthening of the democratic and political consciousness of the masses,the principal contradiction of the Chinese society,the party's ruling theory,development concept and development mode.Coupled with the multi-polarization of the world pattern,economic globalization,social informationization and the pursuit of diversity of values,all accelerate the reform of the global governance system and the international order.These new views,requirements and challenges provide new theoretical guidance for the overall improvement of the construction of rural party organizations.The new situation means that the party building in the rural grassroots is moving towards a new starting point.While,as an indispensable part of the local government,the evaluation of Grass-roots Party Construction are directly related to the government management level and operational efficiency.It is the "effective hand" to strengthen the grassroots party building work,the "important lever" to implement the party construction responsibility,the "baton" to maintain the advanced nature,purity of the party organization,the "power engine" to improve the quality of the party members.However,under the new situation,the evaluation of the party building in the rural grassroots has not been able to fully keep up with the pace of the new era.For example,there are weak links in the assessment of evaluation indicators,the operation of the procedures,the results of the use.This article is based on the Author's work practice and thinking in the Grass-roots party construction in recent years,combined with the concrete reality of Rui?an city.This paper probes into the existing problems in rural grass-roots,such as formalism in the evaluation mode,unreasonable setting of the evaluation index,deviation in the implementation of the main body,and cognitive deviation in the object.And it makes a thorough study on how to strengthen and improve the evaluation of party building work in rural grass-roots.In view of the problems existing in the evaluation of the party building in the countryside at present,and based on the present situation of the construction of the Rui?an rural grassroots party building,we can optimize the evaluation work of rural grassroots party building from four aspects,in the background of new era and situation.Firstly,set the content classified and optimize the evaluation index system of party building,playing the role of Evaluation guide.Secondly,identify multi-party participation and construct multi-subject system,playing the role of supervision.Thirdly,set procedure scientifically and improve the method of party building evaluation,exerting the effect of evaluation.Finally,strengthen the combination of rigidity and flexibility and use the results of party building evaluation strictly,playing the role of encouragement.
