Research Of The City Group Of Changsha, Zhuzhou And Xiangtan On Government Management Innovation Under The Perspective Of Compound Administration

With the fast development and lasting progress of economy integration of Changsha, Zhuzhou and Xiangtan, its role of radiation and demonstration in the development of surrounding regional economics is becoming significant, and it also has higher demand of cooperation between governments of Changsha, Zhuzhou and Xiangtan. Moreover, it may be a promoter for the intergration of society, policy and culture. However, despite of the regionally economic progress, cities of Changsha, Zhuzhou and Xiangtan came cross the blocks from administrative divisions and administrative managing system, with typical show of administrative ecnomics. The redesign of administrative divisions is not we care in this study, and what we care is the transition of government function. While we pay emphasis on the function of ecnomics management of administrative sections, we also make the innovation of administrative manage system in the light of"Compound administration", and construct a management system of"Compound administration"in Changsha-Zhuzhou-Xiangtan city cluster.We mainly discuss the subject by 5 parts. The 1st part is the general introduction, telling the backgroud and significance of the investigation, and summerizing the status of studies on this field both at home and aborad, as well as descripting the contents of the study and methods used here. The 2nd part mainly discusses the marrow of"Compound administration"and the significance of innovation. Part 3 analyzes the suitability of applying"Compound administration"into innovation of administrative management, by combining the application of"Compound administration", the necessity analysis and the possibility analysis. Part 4 reviews the unsuitability of administrative management of Changsha-Zhuzhou-Xiangtan city groups in terms of"Compound administration", elaborates the history of the intergration of Changsha-Zhuzhou-Xiangtan, analyzes the situation and problems confronted by governments of Changsha, Zhuzhou and Xiangtan in detail. In the 5th part, we explore the plan of innovation of administrative management of Changsha, Zhuzhou and Xiangtan; moreover, we put forward the idea of creating the thought of administrative management, the organization system and the innovation of Inter-Government relations of Changsha-Zhuzhou-Xiangtan City Cluster on the basis of learning the advanced experience of city group developing at home and abroad. In the last part, we investigate the innovation of cooperation system of governments of Changsha, Zhuzhou and Xiangtan in terms of six facets, that is the construction of inter-government coordination mechanism, the construction of coordination mechanism of regionally public police interest, reconstruction of performance evaluation system of regional government, the construction of guarantee mechanism of defusing regionally public problem, and the construction of a platform of information sharing and public service and educating the self-governance ability of society and citizens.
