Initially Study On The Political Influence Power Of Vulnerable Groups In The Period Of Social Transformation

Under social transformation background, discussing the nature of vulnerable groups'political influence power can be useful for profoundly understanding the issue of vulnerable groups during the past 30 years'social transformation in China, and also can obtain the principles of protecting the vulnerable groups.Through the synthesis of domestic and international research, it indicates that there was no shortage of classic tradition about researching the vulnerable groups'political influence power, and that it was rare about the so called "poor people political science". Through the briefly review of the study of social transformation, it indicates that it is necessary to use the framework of the Marxist social philosophy to analysis the changing path of social transformation and summarizes the basic framework of social transformation. Then this paper goes deep into the dimension of production to interpret the essence of vulnerable groups in the Marxism perspective. Vulnerable groups, as the week in the totality of all social relations in essence, can be defined as lowest level of social masses, being under control and management with low productivity and week ability to provide normal human labor force during the process of production, politics and socialization. During the period of social transformation, the vulnerable groups present themselves with the dialectical characteristics of constructive progressiveness, relative stability, individual elasticity, and survival guarantee.Political influence power is that some certain body's ability to maintain some benefit, using some resources and political skills through kinds of channels to influence the political decision-making authority on the distribution of social value. Vulnerable groups'political influence power has elements of body, resource, skill and circuit, and can be analyzed by a comprehensive framework of the pluralism and system analysis. Because of the complexity of skill and circuit and the unmeasurability of power, this paper mainly analyses the comparative relationship of political influence power owned by vulnerable groups and non-vulnerable groups, constrained by resources of productivity and violence.To prevent vulnerable groups from organizing into illegal political organizations, China not only should ensure the survival safeguard of vulnerable groups, but also should orderly integrate vulnerable groups'outside political participation into the framework of political system that can accommodate vulnerable groups' participation. During the period of our country's social transformation that develop industrialization and informationization at the same time, the party's and the government's assignment policies prefer the interests of vulnerable groups must within the limit of development of science and technology and economy ,and must make efforts to distribute the value according to labor. The dominant ideology needs to oppose the populist egalitarianism, and also needs to oppose the vested interest groups to maintain even strengthen the present situation, but unwilling to make concessions with vulnerable groups.
