Research On The Political Participation Of Vulnerable Groups During The Social Transformation Period

At present, China is in a period of dramatic economic and socialtransformation. With thirty years of reform and opening up, economicand social development has made brilliant achievements, but at thesame time some of the problems that occur during the transitioncannot be ignored. Therefore, it has great significance for theconstruction of a harmonious society to expand and strengthen thepolitical participation of vulnerable groups.Research on the political participation of vulnerable groupsduring the social transformation period，it is firstly needed to knowthe social background and relatively existing research results ofsocial transformation and the political participation of vulnerablegroups, and to deeply analyze the main contents and characteristicsabout the political participation of vulnerable groups. Secondly, weneed to realize the necessity and the status quo of the politicalparticipation of vulnerable groups, which including the mainachievements and problems and causes. Lastly, the author putforward appropriate countermeasures to strengthen the politicalparticipation of vulnerable groups.During the period of social transformation, it is very necessary toexpand and strengthen the political participation of vulnerable groups. Strengthening the political participation of vulnerable groupsis a necessary requirement to develop socialist democratic politicsand help maintain political stability and social justice, and to promotesustainable economic and social development, and be in favor ofvulnerable groups expressing interest demands, in order to graduallygetting rid of their “vulnerable” status.Throughout the process of political participation of vulnerablegroups, the main achievements were as follows: sense ofparticipation and awareness of rights have been enhanced to someextent, the purpose of political participation is strong, and the formsof participation are gradually diversified, and participation tools tendto be modernized. Meanwhile, during the period of current socialtransition, there are some problems in the process of politicalparticipation of social vulnerable groups, such as the motivationdeviation, bipolar attitudes, the contradictory behaviors and thedeviation of participation results. The main reasons were as follows:vulnerable groups living in poverty and their underprivilegedsocial-economic status; related institution and legal systems are notperfect; the constraints and limitations of urban and rural socialstructure and social security system, household registration system,employment system; their lower overall quality and low level oforganization.For the main problems and causes of political participation ofsocial vulnerable groups, we should take appropriatecountermeasures. We should pay attention to five aspects, to developeconomy and establish government support systems; to establish andimprove relevant laws and regulations and institutions; to reform urban and rural social structure and social security system,household registration system, employment system; to construct newmodern political culture and promote the development of educationand strengthen the guiding role of mass media and its public opinionfunction; to improve the overall quality and level of organization ofvulnerable groups.
