Hu Jintao's Ruling Thought

Political party being in power is the most universal political pattern in modern countries. Therefore, all political parties have not only a problem of how to govern, but also the issue of a basic governing law, however, each country's political parties, always govern in their specific environment and conditions, so the problems can not be the same. Similarly, as China's only ruling party - the Communist Party of China, its governing theory is the Marxist theory on governance of political parties with Chinese characteristics. The CPC, in its 59 years'ruling history, summed up his own governing laws, and its ruling focus and governance on the specific practices are not the same in different periods. Hu Jintao proposed theory on governance is to build socialism with Chinese characteristics. This is the latest result in the new period, new background on the party's ruling theory. Therefore, the study on Hu Jintao's ruling theory, based on the summing up of historical and practical experience, is an inevitable requirement on the basis of a comprehensive, systematic and in-depth study on the party's theory, and constant improvement on the Party's governing theory. Starting from the traditional theory on governance framework, we put emphasis on creative parts of Hu's important theory including adherence to the "people-oriented", thoroughly implementing the scientific concept of development, the building of a comprehensive and harmonious society, adherence to the scientific governance, democratic governance, ruling with law, and strengthen the building of the Party's advanced nature in new situation. As the ruling party's latest thinking, Hu Jintao's ruling ideology added the latest content to the Party's governing theory, and is of great significance for China's construction of socialism with Chinese characteristics.The thesis mainly includes the following three parts:Part One mainly introduces the following aspects: the situational background and theoretical sources of Hu Jintao's ruling thought; domestic and international background and realistic difficulties that we are faced with; reviewing on the basis of historical context, explaining the ruling thought in different social development period under the rule of proletariat in particular Lenin, ruling ideology of Marxism is the same strain, and the purpose is to introduce sources of Hu Jintao's theoretical thinking of the ruling party.In Part Two, Hu Jintao's ruling thoughts are expounded from the following five aspects: the scientific concept of development, a socialist harmonious society, the three ruling patterns, the party's advanced nature construction, the socialist core value system. The new collective leadership with the core of Hu Jintao is a succession of "Three Represents". They put forward a people-oriented, comprehensive, coordinated and sustainable development of the concept of scientific development, which is Hu Jintao's most innovative idea to govern and put People-oriented ruling philosophy to unprecedented levels. The proposal of building a comprehensive socialist harmonious society, marks an important sublimation of our strategy of the party's governance, also shows that our party's basic socialist understanding of the major innovations. The connotation of a harmonious society is socialist society that is democratic and law-based, fair and just, trustworthy and friendly, full of vigor and vitality, secure and orderly, and in which man and nature are in harmony. Governance is a means of issues, including the power to acquire, operate and constraints. The Party's guiding theory is not only to achieve the innovation and development, but also to be embodied in the scientific governance, democratic governance, in accordance with the law. Part Three analyzes the contribution of Hu Jintao's ruling thought from the view of CPC'S ruling ideology. It is the latest result of a Marxist proletarian party ruling ideology; the three most important aspects of the governance are ruling, development and harmony, in fact, these are the innovations of building socialism with Chinese characteristics. Therefore, the thesis puts emphasis on Hu Jintao's ruling ideology from the perspective of the time span of history, reality and future of CPC.
