The Research On The Function Orientation Of The Local Government In The New Countryside Construction

With the rapid development of industrializing and citifying process, the gap between the city and the countryside becomes larger and larger gradually. So the problems of countryside, peasant and agriculture become more and more critical. In reality, our comprehensive national power and the degree of industrial development could shoulder the responsibility of repay the countryside. It is just in this condition that our government puts forward the policy of new countryside construction to enlarge the construction of the countryside. The local government is the inevitable part in our country's administrative system, playing the important roles of communicating information, propagating policy, allotting resources and organizing the public. In the background of new socialist countryside construction, especially from the requirement of furthering the tax reform in countryside, the most important task is to define and orientate the function of the local government.This paper starts from the relative theories of the local government's function orientation in the construction of the socialist new countryside. It examines the problems exiting in the present local government's functions and finds out the origin of these problems, such as the financial subdivision in economy and the pressure system in politics. It further explores the reason why there are such dispositions and how to solve these problems so as to better define the functions of the local government and renew the orientation.In addition to the foreword and the conclusion, the central content of this paper divide into four parts.In chapter one, mainly analyze the new countryside construction and the orientation of local government. Include the theoretic analysis about the new countryside construction and the orientation of the functions of the local government, the principles about the functions in the new countryside construction.In chapter two,the problems exiting in the present local governmental functions in the new countryside construction. This chapter is made up of the offside,the absence and the misplacement in the present local government. In chapter three, the reason about the offside,the absence and the misplacement of local government in the new countryside construction. The extension of the functions about the local government leads to the offside. The disadvantage of the financial system makes the absence. The personnel system and the blocked communication and the weak supervision bring about the misplacement.In chapter four,in order to make the local government recover its publicity in the new countryside construction as well as perform its functions, we try to seek for the roads and conditions in this chapter. With regard to the local government,it should establish the thought of rooting in people,resume its public quality,strengthen the functions in social management and public service,retrench the institution and reduce the staff;In the relationship among the governments of different levels, they should reasonably divide the power of finance and authority,strengthen the system of transferential disburse and carry out the measures such as financial aid;In the relationship between the local government and the countryside, we should strengthen the restrict and supervision by the rural people congress and villagers to the local government,push on the development of the villagers' autonomy and bring up the rural organizations,broaden the channels of the interest expression and induct the villagers to express rationally. Only in this way, can the local government really realize its own correct orientation and successfully devote itself to the new countryside construction.
