It showed that the efficacy of these measures is limited. We should find other way to help to lower crime incidence. The interactions between offender and victim have attracted much more attentions recently. According to the theories of modern victimology, the relationship between criminals and victims is not still, but dynamic. The criminals and victims may affect each other during the course of crime. It is insufficient to take measures simply based on criminals and potential criminals. In some cases, it was the influences of victims on criminals that contribute to the happen or elevation of crime. It has been found that the happen of some cases were mostly attribute to some defects of victims. Removing the negative facts of victims will avoid some injuries which happened on them. We suggest each member of society is potential victim. It is unpractical to prevent and decrease crimes only depending on the nation and legislation. In facts, it is easier to change some improper behaviors of victims than change the incentives of criminals. The centre around which we should take measures should be shifted from avoiding crimes to avoiding injuries. In order to avoiding injuries, we suggest: 1. The victim himself should have the awareness against assaults; 2. The skills to avoid injuries and deal with the crisis pre or during it should be taught to citizens; 3. The protective instruments for person should be popularized and used; 4. The information about the public security should be publicized in time; 5. The system for victims compensation and law help should be set up. In summary, offense and injury interact in most cases. It is quite necessary to take some measures depending on victims. However, we thought it is inappropriate to emphasize the measures for victims and ignore the punishments to criminals. The effects of these measures against crime will be not good if other criminals or victims are neglected. In addition, the legislative prevention against crimes should also be strengthened.
