Government functions is the responsibility which governmental departments assume when they exert the exercise of administrative powers in accordance to the economic and social development. The transformation of government functions is on the basis of executive powers of government functions and functional changes, conversion and development. It changes the executive powers of the government, the mode of administration, the administrative capabilities of the government and administrative efficiency. The focus of the changes is the government institutional reform. The purposes of these are changing government's economic management functions from direct management of enterprises to the formulation and implementation of macro-control policies, improving infrastructure, creating a good economic environment for development, in order to adapt to the socialist market economy and the requirements of development.As the sponsors and perpetrators of China's market-oriented reform, the management structure occupies a central position, and the government management system is a key factor in the government functions. Based on politics, management, law and so on, the thesis studies the new situation on the transformation of government functions. This thesis analyses the new situation of China's process of the transformation and the challenges facing many problems. According to the current theory and the special historical background of the establishment of the transformation of government functions, this thesis tries to make a change in the functions of government measures. The conclusion of this article can help people advance the current institutional reform and realize the new situation of government functions.
