Quasi judicial power means the power used by the Administration organization to solve dispute by the way of the judicatory. It appears with the development of social economy which result in the fusion of the legislative power, judicature and administrative power. Quasi judicial is used in enforcement of Antitrust law extensively. We can depart the Antitrust law enforcement organization into two parts. First type of it is the pure administrative one, which takes the German's Federal Cartel Bureau as the example; The second one is the Quasi judicial one ,which takes the USA's Federal Trade Commission (For short: FTC) and Japanese Fair Trade Commission (For short: JFTC) as the example. The Japanese JFTC has some characteristic .Not only coordinate the administrative power and Quasi judicial power together , but also has the advantages of the USA and German's. And it contains the justice and efficiency together.The designation of the enforcement of Antitrust law in drafted plan in our country is not clear. And social circumstances and law tradition is similar to Japan, which includes the country surmounting the developed country. We also can find the familiar words in Antitrust law of Japan.So to study the experience of the enforcement of the Antitrust law in Japan is necessary. The enforcement organization of Antitrust law in China should have quasi judicial power to support the order and expel the obstacle of market economy.
