This thesis introduces the historical background, the birth and the revisions of the Agreement of IMF and choices one part of it-the foreign exchange control as this thesis' starting point. By introducing the articles about the foreign exchange control of the Agreement of the IMF, this thesis sets forth the meaning, characteristics and forms of the restrictions on the current account and the controls of capital account and analyzes the influence of the foreign exchange control from economic as well as legal aspects.Because the Agreement of the IMF is practiced in the members of the IMF, the thesis introduces the influence of it on the legislation of the foreign exchange control from two aspects-the restrictions on the current and the controls of capital transfer, this is one of the keys of this paper. The thesis introduces several typical countries' legislations of the foreign exchange control and systematically classifies the legislations of it. By means of comparison, the influence of the articles about the foreign exchange control of the Agreement of the IMF will be appeared. At the same time, the thesis also introduces the birth, the development, the characteristics, the legal system of the foreign exchange control of China and the challenges it's facing. The thesis puts the emphasis on the difference about the legal system of the foreign exchange control between China and the Agreement of the IMF, pointing out the way to completing the legislation of the foreign exchange control of our China after the entrance of the WTO.The last charter, The suggestions on completing the legislation of the foreign exchange control in China, is the main achievement of the thesis, in which the author points out the importance of creating the Foreign Exchange Law and gives some suggestions on rebuilding the current legal system of the foreign exchange control on the basis of the Foreign Exchange Law.
