This paper consists of four parts. Chapter 1 serves as an introduction. It briefly outlines academic backgrounds and the current status of this research from the angle of trying to explain why and how to extent the research. Chapter 2 deals with international responsibility theory. It analyzes the definition, methodology and the main ideas of the main branches of international relations theories including idealism, neo-liberalism, constructivism as well as Marxism. In terms of international responsibility understanding, on the base of the analysis, the author tries to find a new way to study the topic. Chapter 3 should be regarded as the key part of the paper. With the help of international identity theories from IPE (international political sociology), the author first supposes that international responsibility is constructed by international identity and then makes a historical test by means of explaining that America, Russia and Germany shifted their responsibilities. Chapter 4 focuses on theoretical implications on china. The history of china's diplomacy from 1949 on could be seen as the course of simultaneous shift of china's international identities and responsibilities. Now, china's foreign identity is in a stage of transformation, it can be defined as one shifting from regional to global power. The conclusion maybe arrived at that china should burden proper responsibilities in the course of peaceful rising and identity transformation. So china may take reasonable responsibilities.
