Administrative power has a very important position in political power,and is the basis of the whole administrative phenomenon.The characteristic of the Administrative power determine the right or worry way of the Administrative power go,and this will has direct and graveness influence to the nation,society and the people' benefits.Therefore,administrative power is always thought much by the scholars from China and abroad all the time.Analyzing the origin of the administrative power from Contract and Marxism we know that the intrinsic of the administrative power is given by the people and is also serviced for the people.That is,the aim of the administrative power is in quest of profit for the people.According this viewpoint,the only purpose for administrative power is actualize and maintain the people's profit,any action that go round not like this is disobey the aim.China is placed in time of social changing style.It settled that administrative power goes in a complex environment and has much more affairs to do.Seeing that administrative power and administrative personnel has double characteristics,the defect in administrative environment and supervise,they may cause the administrative power can not go round normally.To normalizing the administrative power,on one hand,administrative power should make the people's profit as the starting point,and make it the value option in assign and use;on the other hand,administrative power should make how to strengthen the social zip and promote the social development as the basic point,make sure that administrative power can go round normally and take a step forward on administrative efficiency.We choose these paths to normalizing the administrative power:develop the morality of the administrative personnel and the administrative environment;restrict the assignment,the round and the consequence of the administrative power with law,and supervise it overall.We main use literature and comparative methods.Dissert the origin of the administrative power from Contract and Marxism,analyze its evolution in different period,and find the intrinsic of the administrative power.Within Chinese administrative power,by rational thought, point out that the value of the administrative power is in quest of profit for the people,this will giving a positive conduct in normalizing the administrative power.
