Study On Legal Issues Of Public Utility Regulation In China

Postal industry regulation reform has became the next point after telegraphy industry,civil aviaton industry and railway industry. This paper choose the postal monopoly,postal fare and universal postal service as the point to be discussed, which have the important effect in the reform of post industry. The writer try to work out some ways for the Public Utility through the postal industry.Firstly, this paper give the Public Utility's definition and distinguish the difference between Public Utility,Public corporation and Commonweal enterprise. Secondly, definitude the regulation and consider the word "inspect" has the same meaning with "regulation" .Through the comparison from domestic and overseas, we have the idea of the law drawback between the reform of postal industry. Then,we got to kown how to improve public utilities regulation.This paper consider we should design the routine of market admittance rationally and open the market step by step;construct the regulation system of public utilities;constitute the public utilities concessionary management system;establish the cost of public utilities proclaimation system;carry out the public utilities "tiptop price" pattern;consummate the hearing witnesses system and other relative system;limit the area of universal service and establish uniform standard of universal service;set up the foundation of universal service and exert other policy to help the aim of universal service carry out.
