Using for reference from the analytical paradigm of'administrative absorption of politics', Kang Xiaoguang and Han Heng have put forward the concept of'administrative absorption of society', which was employed by them to describe and explain changes in the social sphere. Their findings show that state and society are not separate, but mutual integration in the institution of'administrative absorption of society'.'Administrative absorption of society'is both a result and a course. They conclude the approach of the'administrative absorption of society'to'limitation'and'functional replacement'; also summarize'functional replacement'as four measures:'continuance','development','incorporating'and'laissez-faire'.The research takes the cooperation of HZR (social organization) and Beijing DC Judicial Bureau on services of community correctional for example, sees about the whole course of'administrative absorption of society', tests the description and explanation ability of theoretical framework on functional replacement. From which, the research presents the seal of the'state'stamping with the'social approach'clearly, and finds out the application conditions and logic of the relevant functional replacement strategy. Meanwhile, cooperation is another important strategy of functional replacement in this paper.Cooperation means meeting the needs of society commonly by establishing cooperative relations with existed social organization. The demands for cooperation and the cooperation space are the necessary conditions. At the same time, Judicial Bureau had learned'social approach'in the process of cooperation. During the period of Development, Judicial Bureau set up'HZ Mentality Correctional Office'under the Community Correctional Center of DC, continuing to offer Mentality Correctional service by cooperating with HZR. When the two sides suffer conflict and the cooperation relation can't maintain, Judicial Bureau abandoned HZR, and absorbed the most members of HZ Mentality Correctional Office into the administrative system.Development means developing new organizational forms adapted to the totally new environment. Development is an innovation, creating a new but useful type of organization to the government. It needs government to change traditional concept firstly, and possess the relevant ability of operating new organization secondly. When condition is appropriate, Judicial Bureau established the Community Correctional Center of DC which belongs to'the Non-governmental Nonprofit Units'. By this means, Judicial Bureau successfully borrowed the shell of the'social organization', and Lay eggs of the'government'.Incorporating means accepting into the government administrative system those social organizations that have sprung up spontaneously. But Incorporating is not unconditional. First, the organization is worthy incorporating. Second, the organization can be incorporated, namely the government can hold it in hand after its incorporating. Basing on the risk of ability to offer community correctional service of HZR and the risk of political after incorporating, BJ and DC Judicial Bureau rejected the incorporating proposals by HZR.Research also finds that various functional replacement strategies are combinational used in the practice form, and there are some intrinsic links between all kinds of strategies. Besides, during the process of social reform on the new social organization, the seal of State has changed---the State put full control to effectively control on new social organization.
