In the early-established China, the communists and the People had to face a lot of hard tasks to restore and develop national economy. Because of this, they needed a stable and good social order for security. Therefore, at that time, the communists led the people to carry out public security effectively. The work of the public security has made indelible historical contributions for setting up a stable social environment, improving fundamentally the national state of finance and economy and consolidating the newly-born people's democratic regime. In those years, the work of public security had many beneficial methods and experiences which will have significant guiding value for better developing the public security in today's opening-up environment.The article is divided into three main parts. In the first part, through the review of the situations and tasks faced by communist leaders in the work of public security in the early-established China, the readers can get a rough understanding of this period's historical background of public security. The second part is the main body of this article. It summarizes the content of public security during that period into four main aspects, which is as follows: 1 It is the starting point of public security to strengthen the leadership and supervision of communists; 2 the leaders at that time put the leading card of mass line into the work of public security; 3 they set up the working system of public security, which was suitable for Chinese basic conditions; 4 they put Mao Zedong Thought of founding a party and founding an army into the construction of public security troops. Through expounding this part, I try to systematically make it clear about the communist leaders'thought of public security during the early-established period of China. The third part is on the base of the second part. It summarizes the historical experiences of the public security of communist leaders during that period and it gets four realistic enlightenments which are as follows: 1 we must continually maintain and strengthen the communists'leadership of public security; 2 we must fully carry out the policy of mass line to the public security; 3 for the work of public security, we must put our focus on strengthening the construction of institution; 4 we must insist on the policy of combining the punishment and the education for the work of public security...
