Studies On Experience Of Communist Party Of China Concerning Solutions To Emergencies

The 21st century China is in a high peak period of emergencies. On one hand, China itself is a natural disaster-prone country. The frequency of disasters, causing serious loss is quite high. On the other hand, China is now in a transitional society and in the process of reform the social contradictions and conflicts are quite prominent.How to effectively deal with these emergencies is placed in front of Party committees and governments at all levels. It is considered as an extreme urgent and realistic issue. Whether the ruling party can deal with the unexpected public events scientifically and properly has become a major test of their governing capabilities and administrative level.The governing capability of both CPC's and the cadres and party members' can be reflected from their ways of handling emergencies. During the past 10 years, the Communist Party of China has dealt with a series of unexpected incidents which had a great impact on the country timely and properly, thus ensuring our domestic political stability and rapid economic development.It is of great practical significance for us to look back on those years and sum up the rich experience of the Communist Party, which benefits a lot for our future work—dealing with the crisis calmly, able to control the complex and ever-changing international and domestic situation and improve the administrative abilities of CPC.This article mainly discusses the achievements and reflections on the solutions to the emergencies by Communist Party of China. First of all, it gives an overview of emergency and gives a specific and scientific definition of it. It also discusses the characteristics of emergency briefly and makes classifications. What's more, it also analyzes the incidents of emergency in recent years and gives the reasons of their incentives. Also hard work pays to work out the current realistic proof based on the international and domestic realities. Secondly, in this paper the incidents of public emergencies in the recent two decades are classified as the following four categories: natural disasters, accidental disasters, public health incidents and social safety incidents .The classified analysis of measures by the Communist Party can contribute to conclude an effective approach. Finally, the paper puts its emphasis on the ways of improving the handling capacity of CPC. It is hoped that in this paper it will find out the effective ways of Chinese own and with Chinese characteristics in order to improve our government's ability to deal with emergencies and the ways for the government to eliminate and control the emergencies and to find opportunities of reform and development.It is believed that under the CPC's wise leadership in the new century both with opportunities and challenges, the Chinese people who are hard-working, courageous, simple, kind-hearted and full of wisdom will definitely overcome all the difficulties and build China into a great country with political stability, economic prosperity and harmonious development.
