India is one of the major countries in Asia and the world with a long history and splendid culture. On the road to developing nuclear weapons, it takes a different path. India has paid attention to nuclear energy on the development and application since its independent in 1947.In 1974, it conducted its first"peaceful nuclear explosions"; It carried out five open nuclear tests in 1998 and became the de facto nuclear state. From then on, Indian continued to open its nuclear process. Throughout the entire process, its nuclear policy is changing, and has shown a non-coherent and not giving up features. Based on the Marxist materialist view of history as a guide, this text try to formulize the evolution of India's nuclear policy process, and analyze the changing attitude of The United States. At last, it concludes that the United States factor has a significant impact in the evolution of India's nuclear policy.
