After Obama came into power,he proposed the “Nuclear-Free World” strategy whose target was to prevent the nuclear proliferation.However the nuclear energy policy of Obama administration towards India was “exceptional”.The US exported nuclear materials to India,canceling the tracing and counting of these exported materials,which caused the nuclear proliferation.This article believes that the reasons why the Obama administration implements an “exceptional” nuclear energy policy for India are internal and external.The international aspect is due to the rise of China and the United States' need to maintain US hegemony and counterbalance China's rise.The domestic aspect is due to Indian-Americans' reaction to Obama.The lobbying by the government and Congress and the lobbying by the domestic nuclear interest groups for the government have prompted Obama to make an "exception" decision on India.This article accept s Robert Putnam's two levels game theory.The win-set view between two-level games argues that the foreign factor's behavior depends on domestic factors' recognition of it.Therefore,the most important reason is that American Indians and nuclear energy interests group lobby the Obama administration and Congress.At the same time,this article uses existing materials to analyze the Obama administration's progress toward India's nuclear energy policy,and believes that the Obama administration's process of India's nuclear energy policy is including nuclear energy policy director,the Congress,the US Department of Energy and the United States Nuclear Regulatory Commission,and the US-India Business Council.Among them,the director of nuclear energy policy is responsible for overall planning and decision-making,and Congress plays a role of supervision and promotion.The Department of Energy and the Nuclear Regulatory Commission play the role of supervision and auditing of nuclear materials and US-India Business Council in its role of communication.Due to Obama's tenure,India experienced two prime ministers,Singer and Modi.This article analyzes the Obama administration's policies implemented to the two governments as two cases.It concludes that during the Singh era,India and United States entered a stalemate in nuclear energy cooperation.During the Modi era,the United States and India made breakthroughs in nuclear energy cooperation.Thus describing and summarizing the entire process of Obama's implementation of nuclear energy policy for India.
