The Study On Governmental Regulation Of Privatization

From 1970's, with the changed era of decline of Keynes theory which support the opinion of national intervention in economy, government invalidation and technology progress, the campaign of deregulation and privatization are thriving across the whole world in order to adjust economy, improve functions of government and optimize resources. Under this kind of globe influence, China also begin to reform the producing and supplying mechanism of public utilities since the end of 1980s. Under the promotion of government and investors inside and outside the state, after a period of practice, privatization in China has made some achievements. While along with this process, more and more problems appeared and gradually became the obstacles of the reform. This Article will detailedly analyze the current situation of governmental controlled legal system for the public utility in China. The author forces on the problems arising from such situation, and refers to the practical experience aboard, then provides suggestion for the completion of governmental regulation legal system and further gives consideration in respect with regulation aim, regulation organ, remedy method and regulation procedure.
