After the reform and opening up to the outside world, China's economy has rocketed and at the same time, the era of the aging of Chinese population has come, which urges us to provide effective social welfare to the aged people, to ensure that aged Chinese people will enjoy their late years. Mainland China has made great efforts in providing the aged with social welfare and has achieved a lot. However, there are problems, such as, the degree of socialization is not up to the standard and the degree of specialization of service is still low can hardly meet the demand of social development. It becomes a key point of improving social welfare service for the aged in China that how to solve these problems.Hong Kong is also facing the challenge of the aging of population in the new century. It increases the financial support to the welfare service of aged society at the same time. It concerns about social force, combining official organizations and unofficial organizations, forming the pattern of cooperation between government and unofficial organizations. Thus the social welfare services of the aged in Hong Kong are improved and upgraded. Social welfare service in Hong Kong, especially its service for the aged, can be compared with the standard in most developed counties and districts. Hong Kong can solve the problem of social welfare service of the aged even when the insurance system is very weak. There must be reasonable elements in its system to be learned and benefited from. Although the social systems are different in Mainland and in Hong Kong, both face the common problem of the aging of society. The successful experience of Hong Kong undoubtedly provides an example for us.This article analyzes welfare services of Hong Kong and Mainland China with a comparative approach; it refers to the successful experiences in Hong Kong and deficiency in Mainland China, and finally find out the measures and proposals that are suitable for Mainland China.
