In the essay, George Washington Administration's diplomatic policy towards France from 1789 to 1797 is studied. The basic character of diplomatic relations between America and France was allied relations formed to fight against Britain since 1783 when Washington Administration came into existence in 1789. But during the period of Washington Administration, allied relations between America and France underwent three phases, including Maintenance, Adjustment and Expiry. The background factors of the evolvement included the influence of American Puritanism, the historical lessons in allying with France, the difficulties Washington Administration faced. These factors made America instinctually despise allied relations with France after America had acquired independence. Especially, American national interest was harmed when European War broke out in 1793 because of French Revolution. Washington Administration proclaimed neutral policy in 1793 and subscribed Jay Treaty in 1796. In this way, Washington Administration gradually abandoned allied relations with France. France was very unsatisfied and decided to retaliate upon the United States. As a result, diplomatic relations between America and France turned into quasi-war after 1796. Washington Administration's diplomatic policy towards France incarnated realism and idealism which were combined organically at the same time. Washington Administration's diplomatic policy towards France made American diplomatic independence acknowledged, made American geopolitical security solidified, made American commercial interest enlarged, made isolationism in American traditional diplomatic ideas established, which brought American history far-reaching influence.
