Reconstruction after the Civil War played a significant role in the history of American blacks. As a result of quarrels, compromises, and cooperation between presidents, congress and parties concerned, series of policies and measures came out, which brought profound changes to blacks in politics, economy and ideology. Meanwhile, the whites were reconstructed as well. They hesitated and considered if blacks should be given full acceptance and be included in their society. Constitutional amendments along with other related acts and bills provided legal protection to blacks. However, most of them were dead in fact as reconstruction proceeded ahead. As a measure of handling southern affairs, Freedmen's Bureau did a good job for certain period of time, but that could not change its temporary nature. As Reconstruction came to an end, the measure could have no choice but cease the existence. It should be noted that accomplishments during the period were not full intentions of those advocated parties. It is their reasons behind that fundamentally influenced the process of Reconstruction. In essence, the black problem rooted in the whites. And the latter should take due responsibilities for that. But blacks are supposed to take a more positive attitude to find their way out. On their road ahead, blacks are supposed to devote themselves to two causes—strength building and moral improvement—so as to find thorough solutions to their problems.
