Indonesia-US' Relations Under Suharto

Indonesia is situated links up the Pacific and Indian Ocean, Southeast Asia Peninsula and Australia's transport hub. Its territory is rich in tin, oil and natural gas and other strategic materials. As a result, the United States has regarded Indonesia as an important link on the defense chain. And in Asia, especial in Southeast Asia's Cold War battlefield, the US gave great concern to Indonesia. From the Sukarno time, the United States through political, diplomatic, economic and other means to strengthen Indonesia's penetration and control; tries hard to take Indonesia into their own international strategy orbit. However, in 32 years which Suharto is in power, Indonesian and US's relations maintained a stable basic trend of development. This article tries hard from the historical evidence depth to start, combined with the national interest theory which is one of the international relations theories to focuses on discussing interests'foundation, decision-making model and the basic laws in maintaining the development of Indonesia and the United States relations.The first part of the paper first obtains from foreign relations of the Indonesian independence's time, giving a briefing introduction of basic situation about Indonesia. Then it makes a detailed analysis of Indonesia's foreign policy stage the relationship with the United States before Suharto comes on stage. As a transitional, it brief describes the 9·30 issue which Suharto came to power this opportunity. The second part mainly takes the historical evidence as the clue to elaborate and discusses the main contents of the political, economic, and military's development and analyzes in-depth the characteristics of changes and development between bilateral relations with Indonesia and United States after Suharto in power. Further more it compares to developments and changes in the relations between Indonesia and the United States in the Cold War and the post-Cold war. The third part is the point of the full text; in the article mainly pondered through their own respective strategic thinking of the bilateral relations of Indonesia and the US, then revealed the interests'foundation and basic rules in development and maintenance of relations between Indonesia and the United States. The fourth part, it analyzes constraints issues existing in the development of bilateral relations from different facets. These issues include:the relation with China, the human rights, the issue of the U.S. political hegemony and unilateralism. Based on the above comprehensive exposition, this article is drawing the conclusion, Indonesia and the United States relations are in the security interests'mutual use finally, thus establishes economic interests and values idea mutually relatively stable bilateral relations.
