Especially nowadays, as a petroleum importing country, we can release the pressure of high price of oil and utilize the resource efficiently through performing the barter trade of"project oil exchanging"with petroleum exporting countries.The system of technique and law are required to develop the barter trade to be carried out successfully. In the technique aspect, the circumstance of electronic commerce is the chief point, and the electronic barter market based on electronic commerce needs to be constructed and improved. In the construction of legal environment, the subject of law should be concerned.
