Green trade barriers are new tools of developed countries by which developed countries protect their trade markets on the name of environment conservation. They are characterized by their superficial legality, discrimination in effect, secret means, large range and variability, so they are more harmful than tariff barriers and traditional non-tariff barriers.Green trade barriers consist of unreasonable SPS, TBT, Trade measures relating environment and etc. They endanger the trade benefit of undeveloped and developing counties, result in trade contortion, transgress the progress of free trade.WTO is always devoting to eliminating trade barriers, GATT/WTO, Agreement on the Application of Sanitary and Phytosanitary Measures and Agreement on Technical Barriers to Trade all require that SPS,TBT should be performed in a reasonable way and shouldn't distort free trade, result in discrimination between different countries . Because of the conflict of free trade and environment, Exemptions for environment conservation , Trade measures relating environment green are abused, so green trade barriers are utilized by developed countries.Countries whose technical level is low , is the victims of green trade barriers. To minimize the harm resulting from green trade barriers, first, DSB of WTO should be taken advantage, second, undeveloped and developing counties should develop environmental technology, promote level of environmental conservation and participate in the drafting of international technical criterion, enterprises in these countries should put clean production into practice, promote the technical level of products.
