On The Issues Of Governor Monopolization Of Local Government

At present, in the special transformation period of society, and with the constant promotion of the reform, the local government plays a leading role in the social development. However, because of the deficiency in institutions and delay of democratization, the power, interests and responsibility in the government organizes have not formed and corresponded to the pattern, the governor monopolizes the power of policy-making, the right of execution, and the authority of supervision during the process of implementing social management, which cause the unfairness of the society and the legitimacy crisis of the local government. This kind of phenomenon has the distinct Chinese characteristics, and it needs being solved on key stage by the reform period.The paper defines local government and administrator, as well as describes current situation and characteristic on local government's administrator monopolization. On this basis, relies on "principal- agent theory" and the perspective of "public selection theory", the paper analysis the causes. It goes deep into the analysis on institutional factors which cause monopolization: the drawback of decentralization in the course of system changing and the defects of cadre personnel system. In succession relevant experience of the foreign developed country, including the governmental achievements assessment in the U.S. government to assess, the decentralized reform of the French local government, the governmental administrative reform in New Zealand and German government administrative accountability system, these advanced control modes have offered the strategetic choice that can be drawn lessons from for managing administrator's question of monopolizing in our country. Finally, this text proposed some strategetic choice: The government should take on the responsible host and construct a rational and legal power system in the course of managing, perfect networked supervision mechanism; Expand citizen participation, improve the administration publicity and performance evaluation system of administrator; Build good culture and management concepts inside the government organization.
