Study On Power Supervision Of "Top Leaders" In The National Autonomous Local Government

The report of Eighteenth Party’s Congress of Communist Party of China clearly points out that the execution of power should be strictly standardized and the supervision of power execution of cadres, leading cadres in particular, should be enhanced. Check and monitoring system of power execution should be established and improved so that the power execution can be transparent to all.Check and supervision of power is an eternal theme in the history of human political development. Power is a two-edged sword. It will easily become absolute once it losses supervision. And absolute power destines to cause corruption. China’s social structure is undergoing profound transformation and changes, negative use and abuse of power becomes gradually rampant, imposing great danger to the construction of a harmonious society. In recent years, some "top leaders", from higher provincial level to lower departmental level, chase private interest by abusing their power which leads to growing corruption. For example, in2011, the Discipline Committee of Yunnan province investigated and charged Yang Hongwei, former commissioner of Yi autonomous prefecture in Chuxiong, for his violation of discipline, reckless bribery and bribe-taking, dereliction of duty, which incurred significant loss to the asset of the country and the people and exerted bad influence on politics and society. The regional ethnic autonomy system is a basic political system that the Communist Party of China adopted in pursuant of Marxism-Leninism to solve Chinese ethnic problems. Promoting the economic and social development in the ethnic autonomous prefecture and realizing the common development of all ethnic groups is an important component in constructing a socialist harmonious society. The chief director of the local government of the ethnic autonomous prefecture, acting as the "top leader" of power, sits at the centre of power execution, which defines his irreplaceable role and position in promoting the overall local economic and social development. Therefore, enhancing power supervision of the chief leader of local governments in ethnic autonomous prefecture is essential for the development of ethnic regions and the stability of state’s political power among ethnic groups, which has become a major issue that need to be resolve at areas where ethnic groups resides under new historical conditions.Based on the case of Yang Hongwei, this article elaborates the significance of power supervision of top leaders and analyzes the current situation and its causes. By drawing on foreign power checking and supervision theory and advanced experiences and model in this respect, this article proposes targeted resolution towards problems occurred among ethnic autonomous regions, with a purpose of expanding the channels and scope of power supervision of top leaders in ethnic autonomous regions, ameliorate the development of ethnic autonomous regions’local governments, and the author expects this articles can be of referential use to other ethnic autonomous regions’administration.
