| China is a great agricultural country. So the modernization of the rural area is concerning with the realization of the modernization in China. And the problems of the modernization of the rural area is always focal points and hot spots in the academic circles. Under the current background of actively initiating the overall planning of coordination between the urban and rural areas, it takes a very important position to explore the issue of the modernization of the rural area in theoretical study, especially in practice.The construction of the modernization of the countryside are a social project, which relates with politics, economics, culture, etc. This paper tries to combine theory analysis with individual cases to look at the actual conditions of the sustainable system of the Shanghe County. Meanwhile, we can discover the problems, and find the way to solve the problems.Shanghe County is located in the northwest part of Shandong province. After 1978,there are many reformatin in Shanghe County. It includes the household contract responsibility system, perfecting the agricultural structure, self-governance by farmer, and so on.These reformatin bring great changes for the rural economy and society for Shanghe county.Before 1997, Shanghe county accelated it's rurual modernization. It's method is promoting the agriculture by science and technology ,perfecting the agricultural structure, and Increasing the investment of agriculture , etc.From 1997 to 2006, the great changes has taken place in Shanghecounty------developed in economy, advanced in society and raised the level of living ,and so on. Meantime, there are some problems in the rurual modernization of Shanghe county.In order to solve the problems of the rurual modernization, Shanghe county has it's best to take these measures which includes establishing the best condition for the rurual modernization, constructing the public facilities and building the town ,and so forth.
