Based on the research results of historical facts, ie., the North Korean nuclear issue from the background and the reasons, the U.S. policy toward the North Korea, and China's efforts to resolve the nuclear issue, the paper Start-depth analyses and discusses the North Korean nuclear issue in China-US factors. This paper is divided into four sections:The first part systematically analyses the North Korean nuclear problem in both historical and present background. As the geopolitical reasons, in the past few centuries, the Korean Peninsula in regional and global relations has frequently been in turmoil. After the Cold War, the Korean Peninsula situation unfavorably changed to North Korea. With the disintegration of the Soviet Union, drastic changes in Eastern Europe and the international communist movement at low ebb, the United States, the only global superpower at this time, has increased the pressure and containment of North Korea by continuing to strengthen its military presence on the North Korea to accelerate the pace of peaceful evolution, seeking to change the North Korean regime. In order to launch attacks on the United States to deal with the military preparations, North Korea has stepped up the strategic research and development of deterrent weapons, and actively explores effective measures and methods in the early days of the war to save ground strength and to seek strategic weapons such as ballistic missiles so as to strengthen capacity to contain the war. Coupled with the lack of protection mechanisms for security and the inherent weaknesses of the nuclear non-proliferation mechanism at present, the North Korea issue began to transform into the North Korean nuclear issue.The second part declares the cause of the North Korean nuclear issue. Through the analysis of the historical background of North Korean nuclear issue, this paper sums up three main reasons: the United States and its Western allies on North Korea's hostility and blockade; North Korea's sense of crisis enhanced by the reorganization of the world pattern, and the domestic political and economic crisis in North Korean.The third part stresses on the analysis of the evolution of U.S. policy toward the North Korea and the formation of nuclear crisis. During the elder Bush administration, U.S. policy toward the North Korea focused on the North Korea's adoption and fully implementation of the Nuclear Non-Proliferation Treaty Safeguards Agreement. During the Clinton administration, after twice adjustment, US eventually established a policy to have comprehensive engagement with the North Korea. While Bush came to power, the U.S. government fully cut off the North Korea's limited engagement policy made by Clinton administration, and criticized "Sunshine Policy" proposed by South Korean President Kim Dae-jung. The hard-line stance immediately engendered North Korea's fierce reaction and set off a wave of waves of the nuclear crisis in the Korean Peninsula.The fourth part mainly expounded the Chinese mediation in the North Korean nuclear issue, ie., the causes of China's active involving in North Korean nuclear problem, China's principle of resolving the Korean nuclear issue, and China's role in the North Korean nuclear issue.
