The Study On Relieving Farmers' Burden In New Period

Agriculture, rural area and peasant problem has been the highly values problem in our country economic and social development since Third Plenary Session of the 11th Central Committee of the Chinese Communist Party, but the farmers' burden is the most important content of peasant problem. The farmers' burden deals with the country directly , the collective and personal benefit of peasant assign relation, concentrately reflect that the Party and the government depend on the rural area general and specific policies correctly or not, directly impact the peasants' living standard , the agriculture sustained development and the national economy balanced development, and then affect rural area and society's stability. So the problem of farmers' burden is that related to the country develop general situation.Farmers' burden problem is not isolated but a complicated economy, politics and social problem. Farmers' burden problem is the result of country key element relations of income distribution and the pattern of interests diversifies society. The Central Committee of the Communist Party of China and State Council are still paying attention to lightening the farmers' burden job, trying to solve this problem by the administrative and law means for many years. However, sometimes the farmers' burden is relieved and sometimes is rebound. Until now the reform of taxes and charges in rural areas which aims at relieving the farmers' burden has been carried out in the whole country, we couldn't say the farmers' burden has been resolved.This article will recollect the history of policy which used for relieving the farmers' burden that the Communist Party of China has carried out since 1978. I will take reform of taxes and charges in rural areas as separation and set forth the background, concrete measure, achievement and problem of the Communist Party of China trying to lighten the farmers' burden front and back of the reform of taxes and charges. The final chapter content is that the direction making great efforts to lightening the burden on peasants .This article mainly has adopted macroscopic and microcosmic , document and study on the spot method, and with the x town in z city of Hubei province for case to study.The author chooses this examination questions mainly for two aspect cause. Firstly, the agriculture , rural area and peasant problem are major issue which are to be related to our country reform and openness and socialist modernization drive overall situation, the farmers' burden problem is a assignable important aspect. Studying the farmers' burden problem in new period, knowing the policy and measures adopted by the Central Committee of the Communist Party of China, analyzing the achievement and exploring new ways have important practical significance. Secondly, the farmers' burden has been a focal point. But, the studying on Central Committee of the Party lightening our country farmers' burden since the Third Plenary Session of the 11th Central Committee of the Chinese Communist Party with the history angle is rare really, the author will study this problem deeply.
