Research On Government Regulation Of The Urban Public Goods Supply

Urban public goods is the basis of urban's being and developing,and the special attribute of urban public goods need that the government carries out regulate in the process supplying.This article use the western regulation economics theory and the public goods theory,to research the urban water supply system.The first part is an introduction,which contains research backgroud,current situation in home and abroad and my research ideas.The second part is the theory basis construction,which contains Urban public goods supply theory and western Government rules and regulations theory.The third part,in analyzes the public goods characteristic of the urban water supply system,the article took the rules and regulations economic theory as the frame, specifically analyzed price rules and regulations,entrance rules and regulations,the quality and the information rules and regulations of the urban water supply and so on.I also conclude our country's urban water Supply Government rules and regulations organization system and the laws system,and reviewed the course of its reform.The fourth part,as the important content of government regulation system,Deregulation theory is also used to analyze our country's urban water Supply regulation.This analyzes manner mixed together the network public goods rules and regulations theory and public and private cooperation PPP theory,analyzed the BOT,BOT,to be TOT patterns,put forward the pattern of the "Factory separated with the Net",and take the Wuhan urban construction investment & development company as a example,analyzed the company's function and orientation in the urban public goods supply.The fifth part,in our government statistics on urban water supply system since the reform regulations on the basis of relevant data,the use of the capital - labor rate effect on the regulation of the static test,the test result is:Government regulation did not bring about the efficiency of static industry significantly improve,there is an obvious corporate resources and low efficiency of capital use and excessive use of the phenomenon;C-D Function,use the software SPSS13.0,calculated China's urban water supply since the reform government regulation of total factor productivity,and the test results proved that the government regulation water efficiency of China's urban water supply,but the effect is not clear,so we need to further relax into the regulation,and encourage competition.In the sixth part,the paper brings up the strategy to innovate government regulation on urban water supply:fast,perfect the system of Government regulation,which includes the reformation of Government regulation and the maturity of laws and regulations;Second,release the Deregulation and strength the Incentive regulation.At last,I give a conclusion of the paper,point out the insufficiencies and take a glance into the future of the direction of study.
