Research On The Fulfillment Of Duties Of Township Governments In The Supply Of Rural Public Goods

Agriculture,as the primary industry that affects our national production,needs strong support from the government.Ensuring the effective supply of rural public goods can satisfy farmers’ livelihood requirements and stabilize rural social life.Rural public infrastructure is an engineering facility that rural residents to use for agricultural production,and is also an important material condition to ensure the normal progress of rural economic activities and improve the living standards of farmers.For a long time,there has been a problem of lagging public infrastructure construction in the process of rural social development in my country,which not only affects the increase of farmers’ income,but also restricts the improvement of the level of agricultural and rural development.The township government,the country’s basic political organization,undertakes the responsibility of providing public goods is one of the main subjects in the supply of rural public goods.Because township governments are blessed with geographical factors and can implement national policies according to local conditions,they play an important role in the supply of rural public goods.Township governments should meet the actual needs of rural residents in terms of public goods,and rationally and effectively invest in rural public infrastructure to increase farmers’ income and promote rural social and economic development.The article focuses on the question of "What responsibilities does the township government need to fulfill in effectively supplying rural public goods?" It is divided into five parts.Based on the understanding of the theory of responsible government and service-oriented government,it deeply analyzes what responsibilities the township government should perform in the supply of rural public goods.It also analyze how the township government realizes the effective supply of rural public goods.From the perspective of the supply of public goods,it discusses the basic ways for the township government to perform its duties in the construction of small farmland water conservancy projects.Small farmland water conservancy projects have the attributes of quasi-public goods.At present,many small farmland water conservancy projects in rural areas of our country are facing the dilemma of low efficiency,improper management and protection,and abandoned and idle.Based on the analysis of domestic and foreign research results,the article thoroughly understands the responsibilities of the township government and combines the actual performance of the S town government in the construction of small farmland water conservancy projects to deeply explore the reasons for the problems in the performance of the township government’s responsibilities.Discussing problem-solving mechanisms and approaches will help promote the government’s active construction and maintenance of small farmland water conservancy projects,optimize rural infrastructure construction conditions,and provide ideas for township governments to effectively fulfill their responsibilities for the supply of rural public goods.To realize the effective supply of rural public goods,township governments urgently need to resolve unfavorable factors such as redundant responsibilities,financial shortages,and insufficient motivation.Township governments need to strengthen their sense of responsibility,clarify the relationship between power and responsibility,establish a stable fiscal fund growth mechanism,and at the same time improve the legal system in the field of public goods supply,strengthen the supervisory role of the people’s congress and the peasants,and promote diversified collaboration.Make changes in the two aspects of deepening the reform of the administrative management system and establishing and improving the supervision and accountability mechanism to ensure that township governments provide high-quality rural public goods,promote the continuous development of agriculture and rural work in my country,develop the rural economy,and truly improve the lives of rural residents Conditions to achieve rural revitalization.
