Research On The System Of Government Information Disclosure

The disclosure of government information is an important content of democracy and government. Many countries have an appreciation with it all over the word. The sixty-eight countries have established and modified their system of government information disclosure. April 24 2007,《The regulation of Government Information Disclosure of the People's Republic of China》was issued by State Council, and will come into operation from may 1 2008. This regulation will more availably standard than before and pushes forward the work of government information disclosure in China.But establishing and modifying the system of government information disclosure in our country needs to do lots of work. Currently this system still existences some shortages.This essay makes a research on disclosure of government information with methods of the comparison of history study, the norm of analysis study and so on. It studies the theories of government information disclosure, and investigates the development of government information disclosure systems in China and other countries, then discusses the meanings of《government information disclosure regulation》. Finally points out the content of this regulation and finds out lacks in this regulation. On this basis,It makes some suggestions for establishing the system of government information disclosure in our country.The full essay includes four parts and the contents are as following:Part one: Firstly definites the notion of government information,which distinguishes from the relevant systems. Secondly puts emphasis on analyses of the theory base of systems of demystifying government information.Part two: Analyses the history of the development of government information disclosure, especially USA, Britain and Japan etc and summarizes total characters of the system of government information disclosure in their development progress. Part three: Introduces the historical development process and present condition of the government information disclosure, and explores that the government used some ways and ideas, and generalizes the main characters and lacks in different period in China.Part Four: Researching on the《The regulation of Government Information Disclosure》,this essay affirms its main contents, and finds out its social meaning, and points out the shortages of theory and the frame of system, on this foundation, puts some perfective suggestions forward establishing the system of government information disclosure.
