In modern China, with the invasion of western countries, the Chinese nation were faced with serious crisis. In order to strive for national independence and social progress, the advanced Chinese had been unceasingly seeking the truth from the western countries. Chen qiu was one of them.In this thesis, we will research Chen qiu's reform thoughts on three parts:The first part focus on forming course and reasons of Chen qiu's reform thoughts. His personal experience and his family influence were the subjective reasons, as wellas the call of the time and society were the objective causes.The theoretical basement of Chen qiu's reform thoughts is: First, he inherited the active factors of traditional thoughts, mainly the thought of regarding the people as the foundation and the thinking of changing. Second, he used the theory of the western culture originating from the Chinese culture and "Chinese Ideology and Western Technology" as the theoretical basis of his reform thoughts.The second part makes main contents of Chen qiu's reform thoughts. It included politics, economy, education, the emancipation of women as well as military affairs and so on. In politics, he asked for reforming feudal autocratic system, setting up parliament, and making new laws. In economy, he recommended to develop agriculture, industry and commerce, national capitalism as well. In education, he suggested building many schools by parliament governing, applying compulsory education, establishing the best school to implement special education. At the same time he proposed to found parks, libraries reading-rooms and speeching-rooms to carry out indirect education. He also asked to prohibit women's feet and whoring prostitutes, but keeping freedom and equality of marriage.The third part is about commenting on him comprehensively and concluding the feature of his reform thoughts. As a transitional figure in the transitional period, his reform thoughts were conservative and progressive. His political, economic, educational, military reform thoughts had important influence on the late reforming movement. His thoughts had four features: carrying and passing, patriotism, extensiveness but unsystematization, obvious limitations of class and times. In a word, Chen qiu's reform thoughts was progressive at that time, and it embodied the times characteristic of learning from the western countries, which should have a part in the thinking history of modern China.
