Among the research of administrative actions, administrative affirmation has not been paid more attention. Today, there is still few of the study of administrative affirmation's characteristics, forms, effectiveness, and the basic principles. But this special administrative action has a great and irreplaceable value. It influences the rights and the obligations of the individuals as well as the administrative agencies and it also plays an important role on the development of the whole society. For the above reasons, the writer held a deep study on this administrative act. The writer found it is an independent administrative action, an administrative action by application, an administrative action directly for individual's rights, an administrative action which can be remedied by suit, an administrative action which has legal forms, an administrative action which is controlled heavily by the laws, and an administrative action which is a necessary means of administration as well as a necessary public service. As a system of administration, there are many kinds of administrative affirmations, however ,they are follow the same principles: the principle of necessary, the principle of evaluation, the principle of Administering legally, the principle of Administering fairly and impersonality, the principle of protecting privacy.
