With the appearance of the modern administrative country, the administrative planning has an important function in the area of administration. It is one of the most complicated activities in the modern governmental activities. Because of its significance in the practice, the administrative planning attracted much attention of scholars at home and abroad. As an important intervention means of the government under the market economic condition, it acts extensively on different fields, such as economy, society and culture etc. Besides, the administrative planning is one of the administrative acts that will influence the rights and benefits of citizens. However, a large umber of administrative planning is still uncontrolled in the practice, lack of legal control, which leads to the abuse of administrative power and results in the willful violation of civil rights. The legal control of the administrative planning mainly includes procedural control and substantive control. Procedural control other than substantive one is preferred due to its own nature and characteristics. Therefore, how to establish a set of democratic and scientific procedures for administrative planning has become an important issue of administrative law theory.The paper is divided into four chapters. The first chapter discusses that procedural control other than substantive one is preferred due to its own nature and characteristics. The second chapter introduces the processes of the administrative planning in Germany, Japan, America and Taiwan District in China as well as the United Kingdom, France. We should learn from these countries to perfect our procedural control of the administrative planning on the basis of comparative analysis. The third chapter analyzes the reality of the procedural control of the administrative in our country, the main problems and the reasons. On the basis of Chapter I ,Chapter II and Chapter III,the fourth chapter puts suggestion to perfect our procedural control of the administrative planning.
