The Research On The Sustainability Of Chinese Local Government Innovations

The local government innovation is not only the universal phenomenon and the trend on the political and economical development all over the world, but also the main measure to promote the politics-administration reforms in our country. Based on the prophase analysis of more than one hundred Chinese local government innovation cases, the article bring forward the problem of sustainability in Chinese local government innovations, which researches by the methods of mathematical model,case study,statistical analysis and the comparative means based on the view of public management and institutional economics .There are four parts: the literature review,theory research,empirical research and policy advice.On the part of literature review, we review the newest research on the local government innovations of foreign and domestic scholars. On the part of theory research, based on the review of the sustainability, we define the meaning of the sustainability from the view of management,institutional economics and the cost-profit of the new classical economics. We also study the internal and external factors that affect the sustainability in Chinese local government innovations. At the same time, we summarize the five models of Chinese local government innovations by the incentive. With the qualitative analysis, we found the graph and use it to research the different paths of the sustainability in local government innovations, as well as analyze and compare the sustainability of the five models in detail.On the part of empirical research, we discuss the meaning of the institutional ability with the view of evolution game theory,sociology and empirical analysis. With that, we have gotten some results by empirical and comparative study of the government regulations,the regional law and the innovation cases.On the final part, we have given some advice to improve the sustainability of the local government innovations.
