| Legal issues in digital library, in essence, are the management problem of copyright and intellectual property rights in the internet age. This problem has become increasingly prominent in the construction of digital libraries. Digital Library's copyright issues are mainly concentrated on the "information network propagates right" and the frequent copyright disputes of the information network propagates right among many digital libraries in recent years. It is particularly urgent and important to straighten out the complicated relations between the digital Library and the information network propagates right. This paper investigates this issue in detail. The literature research analysis, network resources analysis, comparative studies, case analysis, and other methods are used. This paper first proceed from the relevant concept of digital library and the information network propagates right, discuss the reason of the dispute of the information network propagates right that caused by digital libraries and analyze the dissemination issue of information network that existed in the construction, management and services of digital library. Second, study the relevant matters of library activities and the protection of the information network propagates right within the legal framework of Protection Regulation of information network propagates right, explicit the content of digital library activities and standardize network dissemination act of the Digital Library, finally propose relevant measurement of reasonably avoiding the copyright disputes of the information network propagates right. Furthermore, it focused on the digital libraries' actives of striving for the information network propagates right, give a conclusion of its experience and disadvantages, and give a discussion combined with the problems existed in the legal protection mode of information network propagates right, so as to realize the interests of library in the legislative practice in the future.
