It is the new ideas of social production and dail life development.It is the result of human environment deteriorating and the product of protection work continuously to strengthen. In the process of land expropriation, in public interest,our national expropriate a lot of land for economic development, resulting in the environment damage of the village grass-roots organizations and their villagers. The damage is over the level of their suffers, leading to The "special losses" appears.So it is necessary for their compensation. However, it is not optimistic about the current situation of environment right compensation in land expropriation.
