About Prevention And Strike Against Economic Crime

With renovation and opening development and the establishment of socialist marketing economy system, from year 1980 on, great changes happen in the field of China politics, economy, culture, society, and also, in the field of social security, especially, the professional and intellectual economic crime with high-tech and premeditation happens frequently. The increasing speed of this type of crime is obviously higher than others, and big cases are especially higher. In the year 2006, the quantity of economic crime cases registered by public security authority throughout China is 81 thousand pcs,closed 65 thousand pcs. This retrieves national loss of RMB19.05billion. Economic crime seriously threaten the social stability and national security. So, how to prevent and strike the economic crimes, and how to stop the rapid growth of economic crime,is becoming extremely urgent.This article intends to discuss the reason of economic crime from various dirction by analyzing current situation of economic crime in order to bring forward some prevention and strike countermeasure. The focus is put on the countermeasure against criminal. As the main functional department of striking economic crime, the public security authority assumes the investigation of most economic crime cases. This article, from the angel of actual practice against economic crime, comparing the advanced experiences from western developed countries, tries to illustrate in details the modern investigation pattern against economic crime. The modern investigation pattern is: to set up active struggle system and establish new theme of"intellectual information leading investigation of economic crime". To enrich the method of preventing and striking economic crime, to offer more reference to prevention and strike economic crime more efficiently, is the purpose of this article.This thesis includes three chapters, each chapter consist of three sections:Section one: preference, comprehensive illustration. To introduce the study background , purpose and study object of this article. Comphensive illustration of current academic study situation of economic crime at home and abroad. To point out the compositing way, study method, study frame and the content of each section. To point out the innovation and shortage of this article.Section two: chapter one and chapter two, is analysis of current situation. This section introduces the current situation, developing trend and reason of China economic crime. By looking back to the development of the study and management of China economic crime, reveals the high frequency of current economic crime and the serious situation of prevention and strike against this type of crime.Section three: chapter three: theory and proof section, the key part of this article. This section ,according to study in previous chapter, points out that China now is at the stage of social transformation. There exists lots of temptation which cause high frequency of economic crime. In this section, based on the realistic features, developing trend and tempting reason of current economic crime, the article brings forward prevention and strike advice and proposal against economic crime. Theillustration focuses on criminal countermeasure, bringing forward constructive advice from angel of law establishment and execution. This section also, from the view of practical experience of public security authority, borrowing the modern detective idea and pattern of overseas countries, exploring active struggle system and how to establish new theme of"intellectual information leading economic crime investagion", constructing investigation pattern against modern economic crime, improving the striking accuracy, illustrates how to guarantee the public security authority performs better its function of prevention and strike against economic crime.
