On Expansion And Control Of Chinese Administrative Costs

In the process of modernization, citizenship consciousness is waking up, which raises more advanced demands. Before long, administrative costs were considered to be a pure issue of Politics, but with the implementation of globalization, administrative activities which ignore costs attracts more concerns. Last century, western theorists approach and research the administrative costs; many countries promoted a series of reform for lowering administrative costs and improving administrative efficiency, which achieved remarkable success.Controlling the administrative costs has become a main strength for promoting administrative reform all over the world. Our government has been aware of the importance of administrative costs, and has taken control of administrative costs as one of the important contents in Chinese administrative system reform. At present, the study of administrative costs develops quickly in academic community, but most of these studies analyze administrative cost in the narrow sense. Many experts analyze administrative cost only from administrative expenditures and definite administrative cost too narrowly, which is not good for broadening our view to study problems.The paper defines administrative cost in macro level. Under the backgrounds of building a service-oriented government, the paper deeply analyzes status and reasons for expansion of administrative costs from different aspects, and uses the theories of Administration and Public Finance combined with basic way of Economics and Statistics. The paper draws conclusions: administrative costs should not only reduce on total, but also should adjust and optimize the expenditure structure; besides the defect of government, the immature market and society should burden some responsibilities. At last, on the basis of experiences from foreign countries, the paper gives some suggestions for controlling the administrative costs.
