The Research Of Public Consultation Mechanism Based On The E-Government

With a comprehensive perspective of network sociology, public management, political science, and with a standardized methods the research discusses about how the e-government to construct and realize the public consultation and its social impact on the basis of the possible combination of e-government and public consultation.Against the contradictions and shortcomings of traditional participation, people began to pursue the public consultation again. However, with the traditional way of social management it is very difficult to completely achieve it. At this time, the implementation and development of e-government provide a turning point. Inherently, the technical support, standardized management, personalized service, democratization of the political objectives and the public value orientation make e-government meet the democratic goal, the public value and the requirements of the public consultation, including the equality, tolerant, rational and legitimacy. So the e-government provides the public consultation a new developing platform. Furthermore, from the view of public consultation elements, e-government can reconstruct them such as the field, the participants and the culture to adapt to the development of public consultation. The reconstruction can balance the various social forces and create a more equal and fair political participation environment. Meanwhile, from the view of realization way, the e-government can provide a more direct and reasonable way for public consultation. Its topic formation, information disclosure, interactive consultations, consensus and decision-making, response, monitoring and evaluation can protect the smooth realization of public consultation. Public consultation in e-government will positively promote the social and political development. It can fundamentally change the way of government's management and decision-making, open new participation channels to public, promote innovation and development of the political culture.As a standardized theory research, this study on e-government and public consultation references to empirical studies of past results to guarantee the scientific of the research. However, the research still needs to be further improved and enhanced its own theoretical viewpoints with the in-depth development of the e-government and public consultation.
