Since"The Internet Information Service Policing Rule"was promulgated by the State Council in Sept 2000, the government begins to promulgate a series of rules and regulations to set up the internet website administration permission system and the supervision system.Judging from the internet websites practice, the internet website administration permission system has certain insufficiency in legislation, implementation and surveillance as well as in the requisition procedure. This insufficiency, in turn, influences the foundation, prosecution and the development of the internet websites, which is not good for the formation of a proper internet environment as well as brings hindrance to the plenitude of internet function in the Country's politics, economy and culture.At the moment, the research of internet law is a brand-new domain in the world. And we can see no theoretical research of internet web site administrative licensing in our country. This is the very weak point that leads to the miserable production of research papers. Based on the fundamental theories of Administrative Law and the current situation of the internet website development in China, this article makes an analysis of the internet website Administrative Licensing problems and makes suggestions for solving the problems with a hope that it can contribute to the perfection of Administrative Licensing Practice and the internet web site supervision. The methodologies adopted in this article include archive research, criterion studies,cases studies and comparison studies.With the analysis made in the article, the author believes that the current political, economic and the cultural conditions all play a part respectively in the problems which exist in the administration licensing system. With the current national condition as a base, we need to speed up the progress of administrative permission legislation, strengthen the cooperation between the supervisory departments to form a harmonious and uniform supervision system. Simultaneously, we should learn from the foreign experience in the internet management to form our own supervision pattern and an effective information collecting and feedback system. A rational evaluation system also needs to be set up with a more transparent standard of evaluation. Finally, the internet website administration permission requisition procedure should be simplified, and the government needs to raise the verification efficiency to save the application time, and strengthen the Internet intergovernmental cooperation around the world.
