| With the rapid development of global economy, information andnetwork, Electronic government affairs has been the aim that manycountries and regions are going for, a focus of attention and a question fordiscussion of practice. The administration of Electronic governmentaffairs is the basic direction of the reformation and innovation of thegovernment administration, and also the fundamental power to bringforward the national economy and the social informationization. Thegovernment portal website is the main carrier of the public service andthe face of the E-government. The main purpose of this research is topromote the construction of municipal E-government by probing intotheories and design researches upon the construction of E-governmentand portal website.Starting from the connotation of E-government, the article firstlyexpatiates the concept, its developmental motivity, goal and significance,discusses the status of government website in E-government, analyzes theprocess of their development. Secondly, it states the basic property andstructure in E-government system, analyzes the essential theory andtechnical basis and probes into the actual application and the mode of itsfuture application in E-government and governmental portal website.Thirdly, it expatiates the design criterion of the E-government andgovernment website, researches into the layout, analysis and designdevelopment of the E-government, probes into the security guarantee ofE-government website and its evaluation. Fourthly, it presents the generaldevelopment of the municipal E-government, totally analyzes theconstruction of the municipal E-government website, lists the mainproblems in municipal E-government website and put forward theidiographic countermeasures and suggestions. Finally, it analyzes theexamples of E-government and E-government website.
