| The vast project of the new rural construction involves farmers, the biggest social group of our country, and the main impelling force of this project can be attributed to the grass-roots unit, i.e. township government. Meanwhile, the main administrative leadership plays a dominating role in the part of policy-making tendency and the administrative idea expression of first-level township government. Moreover, apart from law, policy and mechanism, the three main factors that assume the guidance responsibility to the township leadership's administrative conduct are their political concept, ideology, and cultural psychology.In the administrative leadership's subjective psychology system, their administrative will, responsibility, obligation, and moral personality work as a sort of soft restrain mechanism, which affects the township government's policy-making motive and governing effect.Based on the spot investigation of the Township administrative leadership of Huizhou city which locates in Guangdong Pearl River Delta, this paper emphasize on the following points: 1.During the new rural construction process, what the biggest difficulty of the Township Government is, and how the administrative idea of Township Government's leader influence the implementation of the policy in the new rural construction. 2. Through the spot investigation on the selective local farmers, we expect to find out their views on the new rural construction, and also their attitude and suggestions to the Government. 3. To sum up the contents above, we propose to establish a kind of trust-based consciousness and cooperation among farmer groups and the leaderships by means of narrowing the gap of concept between the farmer groups and the leadership,enhancing political prestige and moral personality of the Township leaders. Township Government should pay more attention to the farmers'demand, so as to build up a new rural countryside which can meet the farmers'need.
