Our Country Inquiry System's Rational Research

The handling of complaint reporting is a system with distinct Chinese characters in our socialist construction. It is an important form by which people exercise their democratic rights, administer state affairs, manage the economic, cultural and social affairs and maintain the own legitimate rights and interests in accordance with the law; an important channel through which the democracy can be promoted and the State organs may heed to the views, opinion and demands of our people and accept their supervision. China is currently in a crucial transition period, the many problems that have emerged in the process of reform such as imperfect law, weak law enforcement, miscarriages of justice, policy leaning, etc. are assembled to the complaint reporting handling office through different channels that enable the complaint reporting work become the focus of concern to the general public. But some people remain a negative attitude for the complaint reporting system, they are of the opinion that the system a stumbling block in the construction of a socialist legal system. I think that the complaint reporting system is a necessary complement in the construction of a socialist legal system.As a legal system, the advent of the complaint reporting system was not contingent. The philosopher Hegel said "Whatever is, is right.", let's put this saying if is a truth on ice for the moment, any new-born thing positively has its rationality and usefulness of existence, so this is very true of the complaint reporting system. As the Prof. Zhu Suli said, "A system can be able to last for a long time and commonly, it must has its excuse for being, therefore, first of all it deserves respect and understanding from those who follow and the foreigners." Not analyzing the rationality of existence and political functions of the complaint reporting system makes it difficult to understand the usefulness of existence and difficult to make good judgement its continued existence or abolishment. To analyze this question from the functions, the complaint reporting system's rationality exists in (1) the legalization of deepening political power; (2) in the supervision of bureaucratic system; (3) in the reducing to the acute social contradiction in implementing the policies; (4) in performing the function of social mobilization; (5) in the function of self-control of the administrative authority. The complaint reporting system is a necessary complement in the socialist construction. Although the complaint reporting system is not perfect, but through the effective and rational reform, China will be more stably, quickly and healthily grown.
