The Confucian Theory Of Administration With Morals And The Construction Of Civil Servant Administrative Morals

The relation between political and ethical has all been long lasting topics in political philosophy theories since ancient times. It is the important characteristic of Confucianism to probe into the inherent relation between morals and politics. Administration with morals has become one of the most important essential features of China's traditional political philosophy. As everyone knows, China's ancient thought of administration with morals begin with "morals in accord with God" of Western Zhou Dynasty, regarding " Administration with morals " of the Confucian school of the pre-Qin period as basis. In the Spring and Autumn and the Warring States Periods, from Confucius to Mencius and then to Xunzi, the pre-Qin period the Confucian representatives constructed and expounded the problem of how to implement for the policy with morality ,they emphasize the decisive action of the morals in the political life, summing up the political issue of running a country as the ethical question in the political activity, maintaining politics should conform with the moral standard, i.e. political ethics and advocating comparatively systematic political ethics theory.The Confucian theory of Administration with morals have all played enormous function on forming and continuity and development of social history of our national psychology , exerting a great influence on China and even cultural life in the whole world. The Confucian theory includes the brilliant administrative ethics thought and abundant administrative ethics to practice with the thought of running a country of morality for the policy, it inherits and carries forward the Confucian essential part of political ideology in China's tradition and entrusts to its new thought content in order to benefit the administrative ethics construction of our civil servant in the present country.Our country is in the transition period between new and old systems. Influenced by various factors, Misdeeds of national civil servant administrative morals take place occasionally, mainly showing in the all aspects. The Confucian theory includes the brilliant administrative ethics thought and abundant administrative ethics to practice with the thought of running a country of morality for the policy, it inherits and carries forward the Confucian essential part of political ideology in China's tradition and entrusts to its new thought content in order to benefit the administrative ethics construction of our civil servant in the present country.In the national civil servant's administrative ethical construction aspect, this paper advocates: drawing lessons from the Confucianists' cultivating one's moral character thought, perfecting civil servant's administrative moral education mechanism; examining self critically, promoting the moral character training of the civil servant. Strengthening the discipline by oneself and by others; Developing the thought of what is useful and discarding what is not, promoting civil servant to be diligent in government affairs to attain the people's trust; Drawing the Confucian thought of " educating people with the morals ", promoting civil servant's administrative personality influence; sticking to the Confucian value orientation of the morals thought for policy, strengthening morals construction of power and legal construction.
